Frostfire Bolt seems to be the go-to spell for a fight where an opponent has stacked up on one resistance, but the selective nature of frost and fire talents, as well as the general across-the-board nature of resistances in PvP (versus selective school resistance) seems to limit it's use. The spell is affected by Ignite, but not by Ice Shards. It's affected by Flame Throwing but not by Arctic Reach. Even when used on a mob that's completely immune to Fire spells (thus dealing frost damage), it attempts to Ignite the target (Immune) rather than gain benefit from Ice Shards. So, I think I understand the intentions of the spell, but I don't know that it's been effectively supported through talents.
My suggestion is that the spell gain benefit from both trees, effectively making it a two-school spell and making an Elementalist build viable once and for all. You could up the cast time to 3.5 or 4.0 seconds and let it be affected by talents on both sides. For example, spec'ing Improved Fireball should bring the casting time down from 4.0 to 3.5, and additionally spec'ing Improved Frostbolt should bring the casting time then from 3.5 to 3.0. Then take Flame Throwing, coupled with Arctic Reach to increase range to 41 yards.
The idea being that, through talent synergy, you can build a powerful main nuke spell, or spec. further down the Fire or Frost tree to get more specialized talents (like Blazing Speed), by sacrificing additional crit, for example, in the form of Winter's Chill. You could go deep enough Fire to get Dragon's Breath while keeping enough talents in Frost to make Frostfire Bolt powerful, or you can forgo such unique talents to make sure you can hit both Improved Scorch and Winter's Chill.
I'm very curious to hear what people think both about the spell in it's current form, and the ideas I've thrown out. Thanks for reading!

Although I haven't been able to test the spell yet, I can definitely see the conflict. It looks like Blizzard is trying to help answer the longstanding issue of, "I'm 51 points in fire and I'm wearing spellfire gear but I have to go farm fire elementals now." While it's awesome that they're trying to give us a solution to that problem, I'm not sure if that alone should be one of (what looks like) only two new abilities we'll be getting.
If it is going to be one of two, I agree that it requires a little fine tuning to make it less circumstantial.

Some things I've come up with, testing the spell. Frostfire bolt appears to deal "Frostfire" damage up front, and Frostfire damage on the DoT. This damage works against Fire immune mobs. When proc'ing Ignite however, the Fire damage dealth does not.
FROST TALENTS:
-ELEMENTAL PRECISION applies mana cost reduction, inconclusive on +hit.
-ICE SHARDS does not improve crit damage, against any mob, including Fire Elementals in Nagrand (tooltip says it dealts frost damage when in fact it deals frostfire damage).
-PERMAFROST appears to increase duration of slow/dot and reduce movement. Also worth noting, the added duration creates a 4th dot tick, bringing the damage from 60 to 80.
-FROSTBITE procs from the spell.
-ARCTIC REACH is not applied.
-FROST CHANNELING mana reduction is not applied.
-SHATTER is applied.
-WINTER'S CHILL is applied, but inconclusive whether or not it increases crit. chance of Frostfire Bolt.
-WINTER'S GRASP is presently broken for all Frost spells, including Frostfire Bolt.
FIRE TALENTS:
-IMPACT procs.
-FLAME THROWING improves range.
-IGNITE applies, and IGNITE attempts to apply regardless of the "Frost" nature of the spell on Fire Elementals. Deals Fire damage.
-IMP. SCORCH improves damage.
-The "Fire" DoT from the spell seems to damage/affect Fire Elementals, actually dealing "Frostfire" damage in the combat log.
-BURNING SOUL does not aid pushback.
-MOLTEN FURY increases damage.
-MASTER OF ELEMENTS procs.
-FIRE POWER improves damage.
-PYROMANIAC reduces mana cost.
-EMPOWERED FIREBALL does not appear to increase damage.
-BURNOUT does not appear to increase crit damage, or charge mana for crits.
-COMBUSTION appears to affect by Frostfire Bolt (both increasing charges and crit. chance).
Most of the crit/damage testing was inconclusive, as I don't have access to any addons to help test so it's all done by eye. The damage increase was large enough for FIRE POWER to make it worth noting, but PIERCING ICE *appears* to improve damage.

点燃 可以触发,但是火元素依然免疫
灼烧debuff 可以增加伤害,另外dot伤害可归类为冰火类型,可以对火元素起作用,冰火伤害在战斗记录中出现
燃魂 无作用
熔岩之怒 有作用
元素大师 有作用
火焰重击 有作用
纵火 可减少法力消耗
强化火球术 无作用
燃尽 无作用
燃烧 有作用
因为没有插件的帮助,所有暴击/伤害类的测试只能由我人工完成,所以可能不准。但是刺骨寒冰似乎也有作用。
个人估计,之后blz会对此做出调整,至少给一个明确的归属吧。
